With strong coastal winds — averaging 7.6 meters per second at 100 meters above sea level, Dongying is becoming a key hub in China's offshore wind sector. The city has 463.5 kilometers of coastline, 6,000 square kilometers of sea area, and vast coastal flats, offering ideal conditions for large-scale renewable energy development.
Shandong province has built 6.11 million kilowatts of offshore wind capacity, ranking among the top regions in China. Dongying has played a significant role in this growth. By 2025, the city's wind power capacity reached 3.11 million kW, generating 5.63 billion kilowatt-hours of electricity annually.
To support the industry, Dongying developed a 6 sq km offshore wind equipment industrial park, attracting 37 projects with a total investment of 28 billion yuan ($4.05 billion). Leading companies such as CSSC Haizhuang, Shanghai Electric, and Jinlei Heavy Industry have created a complete industry value chain from blades and towers to turbine assembly.
The city is also pushing technological boundaries. Dongying now hosts China's largest wind power testing and certification base, capable of testing turbines up to 30 MW. Recently, 25-MW and 26-MW offshore wind turbines — among the world's most powerful — were assembled and tested here.
